Description The Niagara Frontier Transportation Authority (NFTA) as the Buffalo Light Rail Transit System (LRRT) owner and operator, extends this facility expansion consultant services invitation to all interested qualified Consulting Teams. The planned project extends Metro Rail service at-grade from Main Street into the existing gated entrance of the DL&W Terminal and Yard & Shop facility, and utilizes the tracks closest to the Buffalo River to take Metro Rail service into the DL&W Terminal building, creating a station within the ground level, by providing a 300‐foot station platform between tracks 9 and 10 on the Buffalo River side of the building. The station platform would consist of vertical circulation (stairs and elevator) to access the 2nd level of the DL&W Terminal and it is envisioned that the south side of the Yard & Shop facility would be opened up to the Buffalo River, allowing direct passenger access to/from the Shoreline Trail and adjacent Canalside. A pedestrian corridor is created through the DLW 2nd level, providing sky walk access to the adjacent sports arena and parking ramp, vertical access to South Park Ave street level and façade improvements and points of access to/on South Park side. Existing tracks within the NFTA Yard & Shop facility and security fencing are relocated to keep new mainline service separate from these Yard & Shop tracks. The existing double crossover, functioning as the southbound to northbound turn around, currently located north of the Erie Canal Harbor station is relocated into the Yard as part of the track alignment required to accommodate the new station. Buy Submittal Docs at The Request for Proposals (RFP) may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203. Copies of the RFP are available at no charge and shall be requested from Judy Reeves at 716-855-7342 or fax 716-855-7447 and can be downloaded from the Authority's Engineering website at www.nftaengineering.com. The RFP may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Document Holders shall register “on-line” at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the RFP.

Proposals are preferred in a .pdf format in files no larger than 10 MB. File names must adhere to the following naming convention:
31LS1711_company name_##_of_##.pdf

For example: If the electronic proposal is 15MB in size, it will have to be separated into two files each no larger than 10MB. The file name for the first file would look like the following example:

31LS1711_XYZ Consultants_01_of_02.pdf

Proposals received after the date and time specified above for opening shall be considered late proposals and, therefore, shall not be opened and/or considered for award.

The Consultant shall perform not less than 50% of the work with its own staff. The contract duration will be up to 3-years. Design support services during construction and construction monitoring services may be requested and negotiated by the NFTA with the successful technical proposer at the appropriate point during project development. The NFTA reserves at its option, the right to seek a separate Request for Proposals for construction monitoring and design support services.
