Description The Niagara Frontier Transportation Authority (NFTA) owner and operator of the Buffalo Niagara International Airport (BNIA), invites interested Consulting Teams to submit a technical proposal from firms that have the requisite, demonstrable competence and experience for design, design support during construction, and construction monitoring of the planned “BNIA – Remain Overnight Parking” project. Qualified firms both singly or in teams must have the requisite, demonstrated competence and experience in and a thorough knowledge of the required engineering design, design support during construction, and construction monitoring services. Qualified firms must demonstrate aviation civil engineering design and construction administration service competency expertise, including FAA circulars, P-501 pavement design, aviation electrical engineering, the preparation of Aeronautical Airspace Review applications, and the preparation of construction safety and phasing plans. The key team members must demonstrate the technical, verbal, and written communication skills necessary to interface effectively with airport planners, engineering project management, resident engineer, airport operation managers, airline stakeholders, and the aviation director’s staff.
The project will determine the aircraft layouts and pavement requirements, make the necessary repairs to the current pavements, relocate the perimeter road access gate and Aircraft Operations Area Security fence, assess the existing aircraft deicing facility impacts, determine the land use for the remaining parking lot area, and install the necessary blast fence.

Copies of the RFP are available at no charge and shall be requested from Judy Reeves at 716-855-7342 or fax 716-855-7447 and can be downloaded from the Authority's Engineering website at www.nftaengineering.com. The RFP may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Document Holders shall register “on-line” at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the RFP.

Proposal shall be submitted on the NFTA Engineering website at www.nftaengineering.com.

Proposals are preferred in a .pdf format in files no larger than 10 MB. File names must adhere to the following naming convention:
31BA1715_company name_##_of_##.pdf

For example: If the electronic proposal is 15MB in size, it will have to be separated into two files each no larger than 10MB. The file name for the first file would look like the following example:

31BA1715_XYZ Consultants_01_of_02.pdf

Proposals received after the date and time specified above for opening shall be considered late proposals and, therefore, shall not be opened and/or considered for award.

The Consultant shall perform not less than 50% of the work with its own staff. The contract duration will be up to 2-years. Design support services during construction and construction monitoring services may be requested and negotiated by the NFTA with the successful technical proposer at the appropriate point during project development. The NFTA reserves at its option, the right to seek a separate Request for Proposals for construction monitoring and design support services.

Disadvantage Business Enterprise (DBE) participation goal is 17%.
