Description |
The Niagara Frontier Transportation Authority (” NFTA”) will receive proposals for selective component refurbishment of the Gate 11 Passenger Boarding Bridge (PBB) located at the Buffalo Niagara International Airport. The intent of the work is to improve the operational reliability and extend the life of the PBB. A competitive negotiated procurement format as described in the Instructions to Offerors will be used.
Project work operations require work to be performed within the established lease lines for Gate 11. The Offeror shall confine operations to the Gate 11 lease lines. Offerer shall coordinate with the NFTA, any work that requires the disruption of adjacent gate access. It is the intent of the project to minimize the impacts to adjacent gates and Apron traffic. |

The Request for Proposals (RFP) may be examined in the 7th Floor Conference Room, 181 Ellicott Street, Buffalo, New York 14203. Copies of the RFP are available at no charge and shall be requested from Judy Reeves at 716-855-7342 or fax 716-855-7447 and can be downloaded from the Authority's Engineering website at www.nftaengineering.com. The RFP may be picked up Monday through Friday from 8 a.m. to Noon and 1:00 p.m. to 3:30 p.m., or sent via courier billed to the requester. Plan Holders shall register “on-line” at the Authority's Engineering website at www.nftaengineering.com under this Project prior to obtaining the RFP.

Proposals will be accepted via online (electronic) submission only.
Paper proposals will not be accepted.
Proposal shall be submitted on the NFTA Engineering website at www.nftaengineering.com. This website is primarily used to receive bids for capital projects; any reference to bid in the website will be synonymous with proposal.
Instructions for submitting bids (proposals) are available on the website. The contact person for questions or issues regarding the website is John Blazier, Phone (716) 855-7649, email john_blazier@nfta.com.
Proposals must be in a .pdf format in files no larger than 10 MB. File names must adhere to the following naming convention:
25BT1609_company name_##_of_##.pdf
For example: If the electronic proposal is 15MB in size, it will have to be separated into two files each no larger than 10MB. The file name for the first file would look like the following example:
25BT1609_XYZ Consultants_01_of_02.pdf
Proposals received after the date and time specified above for opening shall be considered late proposals and, therefore, shall not be opened and/or considered for award.
The Contractor shall perform not less than 50% of the work with its own forces.
Milestone durations apply effective beginning with the NTP.
NFTA's Minority/Women Business enterprise participation goal is 30%.
